Jeremiah 9
Mourning over Judah
17 This is what the LORD of Hosts says: Consider, and summon the women who mourn; send for the skillful women.

Boast in the LORD
23 This is what the LORD says: "The wise man must not boast in his wisdom; the strong man must not boast in his strength; the wealthy man must not boast in his wealth. -

24 But the one who boasts should boast in this, that he understands and knows Me - that I am Yahweh, showing faithful love, justice, and righteousness on the earth, for I delight in these things. This is the LORD's declaration. -

25 "The days are coming" - the LORD's declaration - "when I will punish all the circumcised yet uncircumcised:—
26 Egypt, Judah, Edom, the Ammonites, Moab, and all the inhabitants of the desert who clip the hair on their temples. All these nations are uncircumcised, and the whole house of Israel is uncircumcised in heart."
23 This is what the LORD says: "Don't let the wise boast in their wisdom, or the powerful boast in their power, or the rich boast in their riches.
24 But those who wish to boast should boast in this alone: that they truly know me and understand that I am the LORD who demonstrates unfailing love and who brings justice and righteousness to the earth, and that I delight in these things. I, the LORD, have spoken!
25 "A time is coming," says the LORD, "when I will punish all those who are circumcised in body but not in spirit-
26 the Egyptians, Edomites, Ammonites, Moabites, the people who live in the desert in remote places, and yes, even the people of Judah. And like all these pagan nations, the people of Israel also have uncircumcised hearts."
23 This is what the LORD says: "Let not the wise boast of their wisdom or the strong boast of their strength or the rich boast of their riches,
24 but let the one who boasts boast about this: that they have the understanding to know me, that I am the LORD, who exercises kindness, justice and righteousness on earth, for these I delight," declares the LORD.
25 "The days are coming," declares the LORD, "when I will punish all who are circumcised only in the flesh-
26 Egypt, Judah, Edom, Ammon, Moab, and all who live in the wilderness in distant places. For all these nations are really uncircumcised, and even the whole house of Israel is uncircumcised in heart."
23 Thus saith the LORD, Let not the wise man glory in his wisdom, neither let the mighty man glory in his might, let not the rich man glory in his riches:
24 But let him that glorieth glory in this, that he understandeth and knoweth me, that I am the LORD which exercise lovingkindness, judgment, and righteousness, in the earth: for in these things I delight, saith the LORD.
25 Behold, the days come, saith the LORD, that I will punish all them which are circumcised with the uncircumcised;
26 Egypt, and Judah, and Edom, and the children of Ammon, and Moab, and all that are in the utmost corners, that dwell in the wilderness: for all these nations are uncircumcised, and all the house of Israel are uncircumcised in the heart.
Study Notes
Theme: True vs. False Boasting
The contrast in vv. 23-24 is striking — three things the world values (wisdom, strength, wealth) versus the one thing God values: knowing Him. Paul picks this up directly in 1 Corinthians 1:31.
The connection between vv. 23-24 and vv. 25-26 is the theme of externals vs. internals. Just as boasting in wisdom/might/riches is external, so is physical circumcision without heart change. God looks past the outward marker to the inward reality.
